"We observed the beginning of the movement of Russian troops which were based along the Ukrainian-Russian border in the territory of the Russian Federation. They allegedly took part in military exercises. However, we cannot confirm that all of them were withdrawn back to their home bases," he said.
"Most of them are still in place," Lysenko said.
On Oct. 13, the Russian Defense Ministry announced the end of "scheduled exercises" and a pull-back of 17,600 soldiers, who allegedly "were training in the Rostov region facilities in summer."
