Since 2014, the concern has been implementing an import substitution program, whose task is to completely break ties with the military-industrial complex of Russia. Within its framework, cooperation has been established with more than 500 private Ukrainian enterprises, which have replaced Russian-made components with their products.

The concern’s press service noted that "in the production of the BTR-4, in 2014, 45% of Russian parts, 45% of Ukrainian and 10% of foreign parts were used. In 2015, it was produced without any Russian details, and the share of Ukrainian and foreign components increased up to 65% and 35%, respectively. In 2016, the BTR-4 already received 85% of Ukrainian parts and 15% of foreign parts."

Compared to 2014–2015, the most critical problems in the area of ​​import substitution have already been solved. Especially in the armored industry, for example, mastering the production of tracks for the BMP. Now the Malyshev plant has mastered the production of these products, for which it is necessary to replace the steel standard, because the old one was made in Russia.

The situation in the aviation industry is the most difficult. This is due to the rules and regulations governing safety. In practice, this means that replacing of one aircraft system requires additional testing.

Feb. 25, journalists unveiled corruption and embezzlement in the defense sector of Ukraine, which involved people from the business environment of President Petro Poroshenko. According to journalists, the son of the Deputy Secretary of the National Security and Defense Council (NSDC) Oleh Hladkovskyi, Ihor, was a direct participant in million hryvnia schemes.

Hladkovskyi asked to suspend his powers as the first Deputy Secretary of the NSDC for the period of the probe.
