Decentralization is one of the most successful systemic reforms in Ukraine, - PM Hroisman

Ukraine's PM Volodymyr Hroisman elaborated on implementation of decentralization in Ukraine as one of the most important reforms for the country's development.

As reported by Censor.NET citing Interfax-Ukraine, he said this at a conference of authorized representatives of local governments - members of the Association of Ukrainian Cities on Sunday.

"Decentralization is a step towards the development of the regions, as people will have resources at the local level, and they begin to solve the existing problems there... only the decentralization and integration of local communities will provide opportunities for economic growth even at a depressed area or region," Hroisman said.

He noted that the government in recent years has been systematically engaged in local self-governing. According to Hroisman, the decentralization development is based on three fundamentals: authority, responsibility and financial resources.

"Today we are introducing a comprehensive system of fiscal decentralization. Each of you has the opportunity to make your own budget, independent in decision-making," Hroisman told the conference.

According to him, the community demonstrates progress in the implementation of the reform, as evidenced by the upward trend of local budgets. Ternopil was mentioned as the leader in the implementation of the local government reform.

"26 integrated territorial communities have been created in the Ternopil region. Another 10 territorial integrated communities will be created upon elections on Dec. 11 and Dec. 18. They are really the leaders. They are people who take responsibility. Budgets of integrated territorial communities of the Ternopil region have tripled only on the basis of merging on their own income," the PM said.

"The reform was not easy. It is extremely difficult, as regards the lives of people. There are a lot of political speculations, but the implementation experience shows something quite different -we have chosen the correct path and must come to success, success of specific communities, specific people," he said.
