As reported by Censor.NET citing Ukrainska Pravda, this was announced by the NSDC speaker Andrii Lysenko answering a question regarding the militants' use of cluster bombs, which are prohibited by international law.
"Indeed, we have evidence that the positions of ATO were fired upon with the multiple launch rocket systems Smerch," he said.
"These devices were made on June 16, 2003, according to mark signs. The last time Ukraine received similar devices was in 1991, i.e. before becoming independent," Lysenko stressed.

"This fact suggests that the shells which were used by terrorists are of Russian origin. This also might mean that they were used by trained units of the Russian army, because only well-trained personnel can launch these devices, and the training could have taken years. The terrorists did not have such opportunities," Lysenko said.
